2017

2016-17 Fiscal Year Accomplishments

  • Became an approved SBA – Community Advantage lender

ASSET DEVELOPMENT

  • The CDFI and SBA operations has created a revenue model of loan packaging fees, interest earnings on loans, and loan servicing fees.
  • 16 new business Loans totaling $772,000 in new investment that provide jobs for 58 people. The total portfolio of business customers had revenues of $22.8MM based on their 2016 tax returns.
  • Genesee County and the City of Flint signed contracts with MCD to expand the affordable housing loan program. During the first year under these new contracts 3 new homeowners in the city of Flint’s and 2 new families with the Genesee County program were financed.
  • Provided 45 grants, under the Federal Home Loan Bank Neighborhood Improvement Program, totaling $318,000, averaging $7,000 per household. These renovations helped families to improve their housing conditions, and the investment helped stabilize neighborhoods and property values in the amount of $1.4MM.
  • Entered into agreements with Huntington Bank for a 10-year revolving loan of $2MM and Bank of America for an 8-year revolving loan of $500,000 to provide loans to small businesses in Metro’s Target Market Area.
  • Increase in loan activity led MCD provide additional technical assistance for each client discussing business plans, assisting them with cash flow projections and reviewing their vendor relationships.
  • Received funding from SBA to provide Technical Assistance to micro entrepreneurs.
  • Established partnership with Michigan Economic Development Corporation.
  • A total of 1,060 families were assisted with development services — 545 families assisted with homebuyer and renter counseling, and 248 families assisted with foreclosure counseling, 230 Financial Opportunity Center participants, and 37 Individual Development Account participants.
  • Acquired and sustained a 24 unit multifamily development.

 

COMMUNITY BUILDING

  • Partnered with City of Flint to manage the Oak Business Center, an incubator for workforce development and small businesses.
  • Implemented the White House Neighborhood Revitalization Initiative – Building Neighborhood Capacity Program – $500,000 (a public/private partnership) as the lead agency and leveraged $500,000 in partnership with Foundations, Center for Study and Social Policy, City of Flint, anchor partners and cross-sector partners for Wards 1 and 3 of the City of Flint.
  • Provided fiduciary support to non-profit and community activities.
  • Established the Neighborhood Advisory Council and developed a Neighborhood Revitalization Plan for the Bronell/Holmes Neighborhood.
  • Received $1.1MM grant to plan and implement a YouthBuild education and job training program.
  • Established a Pearson testing center for GED and technology certifications.

 

COALITION BUILDING

  • Received $2mm to continue the planning and implementation of Supportive Housing in Genesee County.
  • Provided fiduciary and lead agency role to funding from MSHDA and City of Flint for Emergency Solutions Program.
  • Served as the Administrator of Homeless Management Information Systems for Genesee County for Federal, State, County, and City funding streams.

2016

Specific Accomplishments in the Fiscal Year 2015 – 2016

  • Became an Affiliate of NeighborWorks America. ASSET BUILDING
  • The CDFI and SBA operations has created a revenue model of loan packaging fees, interest earnings on loans, and loan servicing fees.
  • Received $750,000 from CDFI fund, U.S. Department of Treasury to continue CDFI efforts.
  • Received funding from SBA to provide Technical Assistance to micro-entrepreneurs.
  • Established partnership with Michigan Economic Development Corporation.
  • Issued 9 microloans (5 in city of Flint) of $224,700 and 7 enterprise loans (5 in city of Flint) of $1,220,000.
  • Sustained 37 businesses with employment of 308 jobs and revenues of $19.5 million.
  • Assisted 26 first time homebuyers with mortgages for an asset value of $1,260,000.
  • Began access to Federal Home Loan Bank of Indianapolis Homeownership Initiative funding to assist fourteen homeowners with rehab assistance.
  • A total of 943 families were assisted with development services of which 625 participated in various workshops and 318 were provided with individual counseling – 193 families assisted with homebuyer and renter counseling, and 125 families assisted with foreclosure counseling.
  • Operating third successful year of Financial Opportunity Center with financial support and in partnership with LISC, Mott Community College and Michigan Works to help the unemployed with financial literacy and skills for retraining to new job opportunities.

  • Partnered with City of Flint to manage the Oak Business Center, an incubator for workforce development and small businesses.
  • Implemented the White House Neighborhood Revitalization Initiative – Building Neighborhood Capacity Program – $450,000 (a public/private partnership) as the lead agency in partnership with Foundations, Federal Agencies, Center for Study and Social Policy, City of Flint, anchor partners and cross-sector partners for Wards 1 and 3 of the

City of Flint.

  • Provided fiduciary support to non-profit and community activities.
  • Established the Neighborhood Advisory Council and developed a Neighborhood Revitalization Plan for the Brownell/Holmes Neighborhood.
  • Invested $100,000 in Learn by Doing (Community) Projects under the leadership of Neighborhood Advisory Council.
  • Plan and implement a YouthBuild education and job training program. Total Participants 145 of which 82% achieved building and construction training certification, 31% achieved GED certification, and 82% achieved literacy above 3 grade levels.
  • Established a Pearson testing center for GED and technology certifications.
  • Established Aquaponics Program – Providing training for volunteers.

COALITION BUILDING

  • Received $2.25 million to continue the planning and implementation of Supportive Housing in Genesee County.
  • Provided fiduciary and lead agency role to funding from MSHDA ($280,000) and City of Flint ($318,000) for Emergency Solutions Program.
  • Served as the Administrator of Homeless Management Information Systems for Genesee County for Federal, State, County, and City funding streams and for the first time achieved an A-rating in data quality.

2015

  • Recipient of the 2014 Community Economic Development Leader of the Year Award from CEDAM.
  • Received general operating support of $135,000 from C.S. Mott Foundation and $55,000 from Kettering/Mott Endowment.
  • Received grant support from financial institutions, Community Foundation and Trust(s) – $90,000.
  • The CDFI and SBA operations has created a revenue model of loan packaging fees, interest earnings on loans, and loan servicing fees.

ASSET BUILDING

  • Received $1 million from CDFI fund, U.S. Department of Treasury to continue CDFI efforts.
  • Received $59,000 from SBA to provide Technical Assistance to micro entrepreneurs.
  • Established partnership with Michigan Economic Development Corporation. Received match funding for CDFI operations.
  • Sustained 28 businesses with employment of 281 jobs and revenues of $21 million.
  • Assisted 23 first time homebuyers with mortgages for an asset value of $953,900.
  • Sustained 19 seniors from Tax Foreclosure and helped retain an asset value of $230,000.
  • A total of 1,230 families were assisted with development services of which 622 participated in various workshops and 608 were provided with individual counseling – 236 families assisted with homebuyer counseling, 189 families assisted with foreclosure counseling.
  • Established Financial Opportunity Center with financial support and in partnership with LISC, Mott Community College and Michigan Works to help the unemployed with financial literacy and skills for retraining to new job opportunities. Over 700 Genesee County residents received basic financial literacy counseling through orientations and workshops. The Center currently is serving 224 families.

  • Received $250,000 from SBA to implement microloans to micro entrepreneurs.
  • Became member of the Federal Home Loan Bank of Indianapolis – giving access to capital for community investment, homeownership and neighborhood revitalization opportunities.
  • Received $136,600 from MSHDA to implement Foreclosure Prevention.
  • Issued affordable mortgage loans to eight families in the amount of $224,300, four SBA microloans in the amount of $148,000, two senior foreclosure loans at $10,700, and four Enterprise loans at $580,000.
  • Sustained 24 businesses with employment of 257 jobs and revenues of $18.3 million.
  • Assisted 23 first time homebuyers with mortgages for an asset value of $953,900.
  • Sustained 19 seniors from Tax Foreclosure and helped retain an asset value of $230,000.
  • A total of 1,093 families were assisted with development services of which 500 participated in various workshops and 593 were provided with individual counseling – 180 families assisted with homebuyer counseling, 314 families assisted with foreclosure counseling.

  • Established Financial Opportunity Center in Genesee County in partnership with LISC, Mott Community College and Career Alliance and financial support of $32,000 from LISC.
  • Obtained Supportive Housing Grant of $1.9 million from HUD
  • Implemented 4th year of YouthBuild Program with two cohorts.
  • Planning and implementation of $270,000 Emergency Solutions Grant from MSHDA.
  • Obtained $150,000 in grant funding from The Housing Partnership Network and $52,000 from City of Flint and MSHDA for counseling services and Family Self-Sufficiency Program.
  • Selected as one of the cities to the Building Neighborhood Capacity Program – a Neighborhood Revitalization Initiative in partnership with five federal agencies and foundations – a total grant of $450,000.
  • Issued $655,000 in affordable mortgage loans, $791,490 in micro and enterprise loans – 16 business loans sustaining 183 jobs.
  • Implemented Tenant Based Rental Assistance in partnership with MSHDA with a grant of $143,000.

  • Received $1.5 million in grant funds from U.S. Department of Treasury to plan and implement Micro Loan and Enterprise Loan programs.
  • Obtained Supportive Housing Grant of $2.2 million from HUD
  • Partnered with MSHDA, County and City to continue to plan, and implement and close out a $2.5 million Housing Prevention and Rapid Housing Program and to strengthen the One Stop Housing Resource Center.
  • Implement first year of the Second Youth Build Grant of $1.1 million from DOL
  • Obtained $92,000 in grant funding from The Housing Partnership Network and $102,000 from City of Flint and MSHDA for counseling services.
